About the author

John Rhys is a Senior Research Associate at the Oxford University Centre for Environment (OUCE). He is also a former Visiting Fellow with the Energy Group at Sussex University, and a former Senior Research Fellow at the Oxford Institute for Energy Studies. For many years he organised and chaired the British Institute of Energy Economics (BIEE) programme of climate and energy policy seminars.

He has spent most of his career in energy policy and energy sector reform, in the UK and in EU countries, and also worked as an adviser with the World Bank and other bodies in Eastern Europe, Africa, India and China. He was for many years Chief Economist at The Electricity Council.

A former Managing Director of NERA Economic Consulting in the UK and Europe, he developed its international energy consultancy, leading work on electricity privatization in the UK and on the design of new electricity markets. He has therefore had continuous exposure to energy policy and related issues over several decades.

Particular current interests include the challenges to electricity market structures posed by low carbon technologies, and climate policies more generally.
